Transnational mobility
The Leonardo da Vinci programme provides subsidies for organisations to give individuals the opportunity to improve their competencies, knowledge and skills through work placements abroad. The learning process of the person undertaking the exchange programme is our main focal point. Organisations submit their project applications and coordinate the necessary preparations and the actual exchange. No individual grants are available. The programme segment Transnational Mobility consists of action lines IVT, VETPRO and PLM:
IVT
Target group: Students in vocational education
Duration: 3 weeks to 9 months
For special target groups we use derogatory rules regarding duration of exchange and compensations. IVT projects are divided into small-scale projects of up to a maximum of EUR 25,000 and larger projects of EUR 25,000 up to a maximum of EUR 300,000.
The focus in large-scale projects lies mainly with the internationalisation policy of the establishment and with the submission of the application based on a partnership agreement or based on several sectors within one establishment. Financial room has been reserved for smaller recurrent applications from training organisations which are not (yet) in a position to submit large-scale applications.
PLM
Target group: People in the labour market, including workers, job seekers, school leavers and recent graduates.
Duration: 2 – 26 weeks
VETPRO
Target group: teachers, trainers, counsellors or advisors, management training or career counsellors
Duration: 1-6 weeks
In the Netherlands, this action line is well developed in comparison to other countries. There is always a challenge in sending teachers abroad for one whole week because schools are required to provide pupils with a minimum number of hours of training. It is not very easy to replace the teachers during their time abroad.
Work placement coordinators and counsellors would love to go abroad in the framework of student counselling, whether it be to arrange or visit work placement sites. So far, this has not been approved by the NA LLP Leonardo da Vinci, because the impact of educational content is considered much more important than work placement visits. In preparation of the Call for 2009, the NA LLP Leonardo da Vinci will assess and possibly readjust its VETPRO policies.
